On October 14, A Better City hosted a conversation on Financing Tools for Building Decarbonization. Wendy O’Malley, Senior VP for Green Finance at MassDevelopment discussed updates to the Commercial PACE (Property Assessed Clean Energy) program from June 1 of this year, that include financing levels for new construction projects that align with building energy code requirements. Erin Camp, Program Director for Energy Sustainability & Analytics at PowerOptions, then discussed a new financing tool, Building Decarbonization as a Service, or BDaaS, launched in Fall 2025 for nonprofits and public entities. She explained the projects that can be included, funding options available, and how the program works from beginning to end.
